An issue has been found in PowerDNS Authoritative Server before 3.4.11 and 4.0.2 allowing a remote, unauthenticated attacker to cause a denial of service by opening a large number of TCP connections to the web server. If the web server runs out of file descriptors, it triggers an exception and terminates the whole PowerDNS process. While it's more complicated for an unauthorized attacker to make the web server run out of file descriptors since its connection will be closed just after being accepted, it might still be possible.
An issue was discovered in Schneider Electric Magelis HMI Magelis GTO Advanced Optimum Panels, all versions, Magelis GTU Universal Panel, all versions, Magelis STO5xx and STU Small panels, all versions, Magelis XBT GH Advanced Hand-held Panels, all versions, Magelis XBT GK Advanced Touchscreen Panels with Keyboard, all versions, Magelis XBT GT Advanced Touchscreen Panels, all versions, and Magelis XBT GTW Advanced Open Touchscreen Panels (Windows XPe). An attacker can open multiple connections to a targeted web server and keep connections open preventing new connections from being made, rendering the web server unavailable during an attack.
OctoRPKI does not limit the depth of a certificate chain, allowing for a CA to create children in an ad-hoc fashion, thereby making tree traversal never end.
Apprise is an open source library which allows you to send a notification to almost all of the most popular notification services available. In affected versions users who use Apprise granting them access to the IFTTT plugin (which just comes out of the box) are subject to a denial of service attack on an inefficient regular expression. The vulnerable regular expression is [here](https://github.com/caronc/apprise/blob/0007eade20934ddef0aba38b8f1aad980cfff253/apprise/plugins/NotifyIFTTT.py#L356-L359). The problem has been patched in release version 0.9.5.1. Users who are unable to upgrade are advised to remove `apprise/plugins/NotifyIFTTT.py` to eliminate the service.
Cisco IOS 12.2(15) and earlier allows remote attackers to cause a denial of service (refused VTY (virtual terminal) connections), via a crafted TCP connection to the Telnet or reverse Telnet port.
axios is vulnerable to Inefficient Regular Expression Complexity
The "process-execute" and "process-spawn" procedures did not free memory correctly when the execve() call failed, resulting in a memory leak. This could be abused by an attacker to cause resource exhaustion or a denial of service. This affects all releases of CHICKEN up to and including 4.11 (it will be fixed in 4.12 and 5.0, which are not yet released).
In CmpBlkDrvTcp of CODESYS V3 in multiple versions an uncontrolled ressource consumption allows an unauthorized attacker to block new TCP connections. Existing connections are not affected.
Microsoft Exchange 2000, when used with Microsoft Remote Procedure Call (MSRPC), allows remote attackers to cause a denial of service (crash or memory consumption) via malformed MSRPC calls.
The Diffie-Hellman Key Agreement Protocol allows remote attackers (from the client side) to send arbitrary numbers that are actually not public keys, and trigger expensive server-side DHE modular-exponentiation calculations, aka a D(HE)at or D(HE)ater attack. The client needs very little CPU resources and network bandwidth. The attack may be more disruptive in cases where a client can require a server to select its largest supported key size. The basic attack scenario is that the client must claim that it can only communicate with DHE, and the server must be configured to allow DHE.
The Snappy frame decoder function doesn't restrict the chunk length which may lead to excessive memory usage. Beside this it also may buffer reserved skippable chunks until the whole chunk was received which may lead to excessive memory usage as well. This vulnerability can be triggered by supplying malicious input that decompresses to a very big size (via a network stream or a file) or by sending a huge skippable chunk.

Easily exploitable vulnerability allows unauthenticated attacker with network access via multiple protocols to compromise Java SE, Oracle GraalVM Enterprise Edition. Successful attacks of this vulnerability can result in unauthorized ability to cause a partial denial of service (partial DOS) of Java SE, Oracle GraalVM Enterprise Edition. Note: This vulnerability applies to Java deployments, typically in clients running sandboxed Java Web Start applications or sandboxed Java applets, that load and run untrusted code (e.g., code that comes from the internet) and rely on the Java sandbox for security. This vulnerability can also be exploited by using APIs in the specified Component, e.g., through a web service which supplies data to the APIs. CVSS 3.1 Base Score 5.3 (Availability impacts). CVSS Vector: (CVSS:3.1/AV:N/AC:L/PR:N/UI:N/S:U/C:N/I:N/A:L).
The resolver in nginx before 1.8.1 and 1.9.x before 1.9.10 does not properly limit CNAME resolution, which allows remote attackers to cause a denial of service (worker process resource consumption) via vectors related to arbitrary name resolution.
Certain input passed into the If-Modified-Since or Last-Modified headers will cause an 'illegal access' exception to be raised. Instead of sending a HTTP 500 error back to the sender, hapi node module before 11.1.3 will continue to hold the socket open until timed out (default node timeout is 2 minutes).
The trim-newlines package before 3.0.1 and 4.x before 4.0.1 for Node.js has an issue related to regular expression denial-of-service (ReDoS) for the .end() method.
An issue was discovered on 4GEE ROUTER HH70VB Version HH70_E1_02.00_22. Attackers can use slowhttptest tool to send incomplete HTTP request, which could make server keep waiting for the packet to finish the connection, until its resource exhausted. Then the web server is denial-of-service.
An issue was discovered in UniFi Protect G3 FLEX Camera Version UVC.v4.30.0.67. Attackers can use slowhttptest tool to send incomplete HTTP request, which could make server keep waiting for the packet to finish the connection, until its resource exhausted. Then the web server is denial-of-service.
An issue was discovered in Tor before 0.4.6.5, aka TROVE-2021-005. Hashing is mishandled for certain retrieval of circuit data. Consequently. an attacker can trigger the use of an attacker-chosen circuit ID to cause algorithm inefficiency.
An issue was discovered in urllib3 before 1.26.5. When provided with a URL containing many @ characters in the authority component, the authority regular expression exhibits catastrophic backtracking, causing a denial of service if a URL were passed as a parameter or redirected to via an HTTP redirect.
A weakness has been identified in aiwaves-cn agents up to e8c4e3c2d19739d3dff59e577d1c97090cc15f59. Affected by this issue is the function recall_relevant_memories_to_working_memory of the file core/cat/looking_glass/stray_cat.py of the component cheshire_cat_core. This manipulation causes resource consumption. Remote exploitation of the attack is possible. The exploit has been made available to the public and could be used for attacks. This product follows a rolling release approach for continuous delivery, so version details for affected or updated releases are not provided. The project was informed of the problem early through an issue report but has not responded yet.
sqlparse is a non-validating SQL parser module for Python. In sqlparse versions 0.4.0 and 0.4.1 there is a regular Expression Denial of Service in sqlparse vulnerability. The regular expression may cause exponential backtracking on strings containing many repetitions of '\r\n' in SQL comments. Only the formatting feature that removes comments from SQL statements is affected by this regular expression. As a workaround don't use the sqlformat.format function with keyword strip_comments=True or the --strip-comments command line flag when using the sqlformat command line tool. The issues has been fixed in sqlparse 0.4.2.
In CmpChannelServer of CODESYS V3 in multiple versions an uncontrolled ressource consumption allows an unauthorized attacker to block new communication channel connections. Existing connections are not affected.

JPA Server in HAPI FHIR before 5.4.0 allows a user to deny service (e.g., disable access to the database after the attack stops) via history requests. This occurs because of a SELECT COUNT statement that requires a full index scan, with an accompanying large amount of server resources if there are many simultaneous history requests.
RSSHub is an open source, extensible RSS feed generator. In commits prior to 5c4177441417 passing some special values to the `filter` and `filterout` parameters can cause an abnormally high CPU. This results in an impact on the performance of the servers and RSSHub services which may lead to a denial of service. This issue has been fixed in commit 5c4177441417 and all users are advised to upgrade. There are no known workarounds for this issue.
The Moped::BSON::ObjecId.legal? method in mongodb/bson-ruby before 3.0.4 as used in rubygem-moped allows remote attackers to cause a denial of service (worker resource consumption) via a crafted string. NOTE: This issue is due to an incomplete fix to CVE-2015-4410.

Sydent is a reference Matrix identity server. Sydent does not limit the size of requests it receives from HTTP clients. A malicious user could send an HTTP request with a very large body, leading to memory exhaustion and denial of service. Sydent also does not limit response size for requests it makes to remote Matrix homeservers. A malicious homeserver could return a very large response, again leading to memory exhaustion and denial of service. This affects any server which accepts registration requests from untrusted clients. This issue has been patched by releases 89071a1, 0523511, f56eee3. As a workaround request sizes can be limited in an HTTP reverse-proxy. There are no known workarounds for the problem with overlarge responses.
Node-redis is a Node.js Redis client. Before version 3.1.1, when a client is in monitoring mode, the regex begin used to detected monitor messages could cause exponential backtracking on some strings. This issue could lead to a denial of service. The issue is patched in version 3.1.1.
Puma is a concurrent HTTP 1.1 server for Ruby/Rack applications. The fix for CVE-2019-16770 was incomplete. The original fix only protected existing connections that had already been accepted from having their requests starved by greedy persistent-connections saturating all threads in the same process. However, new connections may still be starved by greedy persistent-connections saturating all threads in all processes in the cluster. A `puma` server which received more concurrent `keep-alive` connections than the server had threads in its threadpool would service only a subset of connections, denying service to the unserved connections. This problem has been fixed in `puma` 4.3.8 and 5.3.1. Setting `queue_requests false` also fixes the issue. This is not advised when using `puma` without a reverse proxy, such as `nginx` or `apache`, because you will open yourself to slow client attacks (e.g. slowloris). The fix is very small and a git patch is available for those using unsupported versions of Puma.
Synapse is a Matrix reference homeserver written in python (pypi package matrix-synapse). Matrix is an ecosystem for open federated Instant Messaging and VoIP. In Synapse before version 1.33.2 "Push rules" can specify conditions under which they will match, including `event_match`, which matches event content against a pattern including wildcards. Certain patterns can cause very poor performance in the matching engine, leading to a denial-of-service when processing moderate length events. The issue is patched in version 1.33.2. A potential workaround might be to prevent users from making custom push rules, by blocking such requests at a reverse-proxy.
Possible denial of service due to out of memory while processing RRC and NAS OTA message in Snapdragon Auto, Snapdragon Industrial IOT, Snapdragon Mobile
Tor before 0.4.5.7 allows a remote participant in the Tor directory protocol to exhaust CPU resources on a target, aka TROVE-2021-001.
In CODESYS Gateway Server V2 an insufficient check for the activity of TCP client connections allows an unauthenticated attacker to consume all available TCP connections and prevent legitimate users or clients from establishing a new connection to the CODESYS Gateway Server V2. Existing connections are not affected and therefore remain intact.
