A regular expression used in Apache MXNet (incubating) is vulnerable to a potential denial-of-service by excessive resource consumption. The bug could be exploited when loading a model in Apache MXNet that has a specially crafted operator name that would cause the regular expression evaluation to use excessive resources to attempt a match. This issue affects Apache MXNet versions prior to 1.9.1.
Allocation of Resources Without Limits or Throttling vulnerability in Apache Tomcat. This issue affects Apache Tomcat: from 11.0.0-M1 through 11.0.0-M20, from 10.1.0-M1 through 10.1.24, from 9.0.13 through 9.0.89. The following versions were EOL at the time the CVE was created but are known to be affected: 8.5.35 through 8.5.100 and 7.0.92 through 7.0.109. Other EOL versions may also be affected. Apache Tomcat, under certain configurations on any platform, allows an attacker to cause an OutOfMemoryError by abusing the TLS handshake process.

Apache Commons FileUpload before 1.5 does not limit the number of request parts to be processed resulting in the possibility of an attacker triggering a DoS with a malicious upload or series of uploads. Note that, like all of the file upload limits, the new configuration option (FileUploadBase#setFileCountMax) is not enabled by default and must be explicitly configured.

The fix for CVE-2023-24998 was incomplete for Apache Tomcat 11.0.0-M2 to 11.0.0-M4, 10.1.5 to 10.1.7, 9.0.71 to 9.0.73 and 8.5.85 to 8.5.87. If non-default HTTP connector settings were used such that the maxParameterCount could be reached using query string parameters and a request was submitted that supplied exactly maxParameterCount parameters in the query string, the limit for uploaded request parts could be bypassed with the potential for a denial of service to occur.

The documentation of Apache Tomcat 10.1.0-M1 to 10.1.0-M14, 10.0.0-M1 to 10.0.20, 9.0.13 to 9.0.62 and 8.5.38 to 8.5.78 for the EncryptInterceptor incorrectly stated it enabled Tomcat clustering to run over an untrusted network. This was not correct. While the EncryptInterceptor does provide confidentiality and integrity protection, it does not protect against all risks associated with running over any untrusted network, particularly DoS risks.

Memory Allocation with Excessive Size Value vulnerability in Apache ActiveMQ. During unmarshalling of OpenWire commands the size value of buffers was not properly validated which could lead to excessive memory allocation and be exploited to cause a denial of service (DoS) by depleting process memory, thereby affecting applications and services that rely on the availability of the ActiveMQ broker when not using mutual TLS connections. This issue affects Apache ActiveMQ: from 6.0.0 before 6.1.6, from 5.18.0 before 5.18.7, from 5.17.0 before 5.17.7, before 5.16.8. ActiveMQ 5.19.0 is not affected. In CVE-2023-25194, we announced the RCE/Denial of service attack via SASL JAAS JndiLoginModule configuration in Kafka Connect API. But not only Kafka Connect API is vulnerable to this attack, the Apache Kafka brokers also have this vulnerability. To exploit this vulnerability, the attacker needs to be able to connect to the Kafka cluster and have the AlterConfigs permission on the cluster resource. Since Apache Kafka 3.4.0, we have added a system property ("-Dorg.apache.kafka.disallowed.login.modules") to disable the problematic login modules usage in SASL JAAS configuration. Also by default "com.sun.security.auth.module.JndiLoginModule" is disabled in Apache Kafka 3.4.0, and "com.sun.security.auth.module.JndiLoginModule,com.sun.security.auth.module.LdapLoginModule" is disabled by default in in Apache Kafka 3.9.1/4.0.0
Subversion's mod_dav_svn is vulnerable to memory corruption. While looking up path-based authorization rules, mod_dav_svn servers may attempt to use memory which has already been freed. Affected Subversion mod_dav_svn servers 1.10.0 through 1.14.1 (inclusive). Servers that do not use mod_dav_svn are not affected.

The expat XML parser in the apr_xml_* interface in xml/apr_xml.c in Apache APR-util before 1.3.7, as used in the mod_dav and mod_dav_svn modules in the Apache HTTP Server, allows remote attackers to cause a denial of service (memory consumption) via a crafted XML document containing a large number of nested entity references, as demonstrated by a PROPFIND request, a similar issue to CVE-2003-1564.
The Security Team noticed that the termination condition of the for loop in the readExternal method is a controllable variable, which, if tampered with, may lead to CPU exhaustion. As a fix, we added an upper bound and termination condition in the read and write logic. We classify it as a "low-priority but useful improvement". SystemDS is a distributed system and needs to serialize/deserialize data but in many code paths (e.g., on Spark broadcast/shuffle or writing to sequence files) the byte stream is anyway protected by additional CRC fingerprints. In this particular case though, the number of decoders is upper-bounded by twice the number of columns, which means an attacker would need to modify two entries in the byte stream in a consistent manner. By adding these checks robustness was strictly improved with almost zero overhead. These code changes are available in versions higher than 2.2.1.

It was found that when Artemis and HornetQ before 2.4.0 are configured with UDP discovery and JGroups discovery a huge byte array is created when receiving an unexpected multicast message. This may result in a heap memory exhaustion, full GC, or OutOfMemoryError.

In Apache Qpid Broker-J versions 6.1.0 through 6.1.4 (inclusive) the broker does not properly enforce a maximum frame size in AMQP 1.0 frames. A remote unauthenticated attacker could exploit this to cause the broker to exhaust all available memory and eventually terminate. Older AMQP protocols are not affected.
Some HTTP/2 implementations are vulnerable to a reset flood, potentially leading to a denial of service. The attacker opens a number of streams and sends an invalid request over each stream that should solicit a stream of RST_STREAM frames from the peer. Depending on how the peer queues the RST_STREAM frames, this can consume excess memory, CPU, or both.
Some HTTP/2 implementations are vulnerable to a flood of empty frames, potentially leading to a denial of service. The attacker sends a stream of frames with an empty payload and without the end-of-stream flag. These frames can be DATA, HEADERS, CONTINUATION and/or PUSH_PROMISE. The peer spends time processing each frame disproportionate to attack bandwidth. This can consume excess CPU.

Apache Neethi is vulnerable to a Denial of Service attack through algorithmic complexity in policy normalization. Specially crafted WS-Policy documents can trigger an exponential Cartesian cross-product expansion during the normalization process, causing unbounded memory allocation that exhausts the JVM heap. This occurs when the normalization process generates an excessive number of policy alternatives without bounds, leading to runtime memory exhaustion. Users should upgrade to 3.2.2 which limits the maximum number of normalized policy alternatives.
Apache Neethi does not properly detect circular references in policy definitions. When a WS-Policy document contains circular policy references (where Policy A references Policy B which references Policy A), the policy normalization process can enter an infinite loop or cause excessive recursion, leading to a stack overflow or application hang. Uncontrolled Recursion, Uncontrolled Resource Consumption vulnerability in Apache IoTDB. When pipe_air_gap_receiver_enabled=true, the IoTDB AirGap receiver's readLength method calls itself recursively each time it recognises the E-language prefix in socket data, with no depth limit. An unauthenticated attacker can send a stream of repeated E-language prefixes that drives the recursion arbitrarily deep, exhausting the receiver thread's JVM stack and raising StackOverflowError. This issue affects Apache IoTDB: from 1.0.0 before 2.0.10. Users are recommended to upgrade to version 2.0.10, which fixes the issue.

A bug exists in the way mod_ssl handled client renegotiations. A remote attacker could send a carefully crafted request that would cause mod_ssl to enter a loop leading to a denial of service.
