PJSIP is a free and open source multimedia communication library written in C language implementing standard based protocols such as SIP, SDP, RTP, STUN, TURN, and ICE. In affected versions if the incoming RTCP BYE message contains a reason's length, this declared length is not checked against the actual received packet size, potentially resulting in an out-of-bound read access. This issue affects all users that use PJMEDIA and RTCP. A malicious actor can send a RTCP BYE message with an invalid reason length. Users are advised to upgrade as soon as possible. There are no known workarounds.
An issue was discovered in Adobe Flash Player 27.0.0.183 and earlier versions. This vulnerability occurs as a result of a computation that reads data that is past the end of the target buffer; the computation is part of providing language- and region- or country- specific functionality. The use of an invalid (out-of-range) pointer offset during access of internal data structure fields causes the vulnerability. A successful attack can lead to sensitive data exposure.

A programming error exists in a way Randombit Botan cryptographic library version 2.0.1 implements x500 string comparisons which could lead to certificate verification issues and abuse. A specially crafted X509 certificate would need to be delivered to the client or server application in order to trigger this vulnerability.
An issue was discovered in SVG++ (aka svgpp) 1.2.3. After calling the gil::get_color function in Generic Image Library in Boost, the return code is used as an address, leading to an Access Violation because of an out-of-bounds read.

In Android before security patch level 2018-04-05 on Qualcomm Snapdragon Automobile, Snapdragon Mobile, and Snapdragon Wear MDM9206, MDM9607, MDM9650, SD 210/SD 212/SD 205, SD 400, SD 425, SD 430, SD 450, SD 615/16/SD 415, SD 617, SD 625, SD 650/52, SD 808, SD 820, SD 820A, SD 835, SD 845, while playing an ASF file, a buffer over-read can potentially occur.
An issue was discovered in JerryScript 1.0. There is a heap-based buffer over-read in the lit_read_code_unit_from_hex function in lit/lit-char-helpers.c via a RegExp("[\x0"); payload.

The VC-2 Video Compression encoder in FFmpeg 3.0 and 3.4 allows remote attackers to cause a denial of service (out-of-bounds read) because of incorrect buffer padding for non-Haar wavelets, related to libavcodec/vc2enc.c and libavcodec/vc2enc_dwt.c.
The VQP parser in tcpdump before 4.9.2 has a buffer over-read in print-vqp.c:vqp_print().
The getNodeSize function in ext/rtree/rtree.c in SQLite through 3.19.3, as used in GDAL and other products, mishandles undersized RTree blobs in a crafted database, leading to a heap-based buffer over-read or possibly unspecified other impact.
The implementations of streams for bz2 and php://output improperly implemented their readImpl functions, returning -1 consistently. This behavior caused some stream functions, such as stream_get_line, to trigger an out-of-bounds read when operating on such malformed streams. The implementations were updated to return valid values consistently. This affects all supported versions of HHVM (3.30 and 3.27.4 and below).
An exploitable out-of-bounds read vulnerability exists in the LabelSst record parser of Aspose Aspose.Cells 19.1.0 library. A specially crafted XLS file can cause an out-of-bounds read, resulting in remote code execution. An attacker needs to provide a malformed file to the victim to trigger the vulnerability.
In Snapdragon Automobile, Snapdragon IoT and Snapdragon Mobile MDM9206 MDM9607, MDM9650, S820A, S820Am, SD 210/SD 212/SD 205, SD 410/12, SD 425, SD 430, SD 615/16/SD 415, SD 617, SD 625, SD 650/52, SD 820, SD 835, and SD 845, a buffer overread is possible if there are no newlines in an input file.
libmobi is vulnerable to Out-of-bounds Read
An exploitable out-of-bounds read vulnerability exists in libevm (Ethereum Virtual Machine) of CPP-Ethereum. A specially crafted smart contract code can cause an out-of-bounds read which can subsequently trigger an out-of-bounds write resulting in remote code execution. An attacker can create/send malicious smart contract to trigger this vulnerability.
The get_icu_value_internal function in ext/intl/locale/locale_methods.c in PHP before 5.5.36, 5.6.x before 5.6.22, and 7.x before 7.0.7 does not ensure the presence of a '\0' character, which allows remote attackers to cause a denial of service (out-of-bounds read) or possibly have unspecified other impact via a crafted locale_get_primary_language call.
The VerticalFilter function in the DDS coder in ImageMagick before 6.9.4-3 and 7.x before 7.0.1-4 allows remote attackers to have unspecified impact via a crafted DDS file, which triggers an out-of-bounds read.
