A vulnerability has been identified where a maliciously crafted message containing a specific chain of characters can cause the chat to enter a hot loop on one of the processes, consuming ~120% CPU and rendering the service unresponsive.
Any request send to a Netgear Nighthawk Wifi6 Router (RAX30)'s web service containing a “Content-Type” of “multipartboundary=” will result in the request body being written to “/tmp/mulipartFile” on the device itself. A sufficiently large file will cause device resources to be exhausted, resulting in the device becoming unusable until it is rebooted.
IBM Watson CP4D Data Stores 4.6.0 does not properly allocate resources without limits or throttling which could allow a remote attacker with information specific to the system to cause a denial of service. IBM X-Force ID: 248924.
Every `named` instance configured to run as a recursive resolver maintains a cache database holding the responses to the queries it has recently sent to authoritative servers. The size limit for that cache database can be configured using the `max-cache-size` statement in the configuration file; it defaults to 90% of the total amount of memory available on the host. When the size of the cache reaches 7/8 of the configured limit, a cache-cleaning algorithm starts to remove expired and/or least-recently used RRsets from the cache, to keep memory use below the configured limit. It has been discovered that the effectiveness of the cache-cleaning algorithm used in `named` can be severely diminished by querying the resolver for specific RRsets in a certain order, effectively allowing the configured `max-cache-size` limit to be significantly exceeded. This issue affects BIND 9 versions 9.11.0 through 9.16.41, 9.18.0 through 9.18.15, 9.19.0 through 9.19.13, 9.11.3-S1 through 9.16.41-S1, and 9.18.11-S1 through 9.18.15-S1.
OpenSIPS is a Session Initiation Protocol (SIP) server implementation. Prior to versions 3.1.8 and 3.2.5, OpenSIPS crashes when a malformed SDP body is sent multiple times to an OpenSIPS configuration that makes use of the `stream_process` function. This issue was discovered during coverage guided fuzzing of the function `codec_delete_except_re`. By abusing this vulnerability, an attacker is able to crash the server. It affects configurations containing functions that rely on the affected code, such as the function `codec_delete_except_re`. This issue has been fixed in version 3.1.8 and 3.2.5.
Jenkins 2.393 and earlier, LTS 2.375.3 and earlier uses the Apache Commons FileUpload library without specifying limits for the number of request parts introduced in version 1.5 for CVE-2023-24998 in org.kohsuke.stapler.RequestImpl, allowing attackers to trigger a denial of service.

In AXESS ACS (Auto Configuration Server) through 5.2.0, unsanitized user input in the TR069 API allows remote unauthenticated attackers to cause a permanent Denial of Service via crafted TR069 requests on TCP port 9675 or 7547. Rebooting does not resolve the permanent Denial of Service.
An allocation-size-too-big bug in the component /imagebuf.cpp of OpenImageIO v3.1.0.0dev may cause a Denial of Service (DoS) when the program to requests to allocate too much space.
A denial-of-service issue was addressed with improved input validation. This issue is fixed in visionOS 2.1, iOS 18.1 and iPadOS 18.1, iOS 17.7.1 and iPadOS 17.7.1, tvOS 18.1, macOS Sonoma 14.7.1, watchOS 11.1, macOS Ventura 13.7.1. A remote attacker may be able to cause a denial-of-service.
rPGP is a pure Rust implementation of OpenPGP. Prior to 0.14.1, rPGP allows attackers to trigger resource exhaustion vulnerabilities in rpgp by providing crafted messages. This affects general message parsing and decryption with symmetric keys.
Bitcoin Core before 0.20.0 allows remote attackers to cause a denial of service (infinite loop) via a malformed GETDATA message.
Synapse is an open-source Matrix homeserver. In Synapse before 1.120.1, multipart/form-data requests can in certain configurations transiently increase memory consumption beyond expected levels while processing the request, which can be used to amplify denial of service attacks. Synapse 1.120.1 resolves the issue by denying requests with unsupported multipart/form-data content type.
Bitcoin Core before 0.20.0 allows remote attackers to cause a denial of service (memory consumption) via a crafted INV message.
Bitcoin Core before 0.15.0 allows a denial of service (OOM kill of a daemon process) via a flood of minimum difficulty headers.
Tornado is a Python web framework and asynchronous networking library. The algorithm used for parsing HTTP cookies in Tornado versions prior to 6.4.2 sometimes has quadratic complexity, leading to excessive CPU consumption when parsing maliciously-crafted cookie headers. This parsing occurs in the event loop thread and may block the processing of other requests. Version 6.4.2 fixes the issue.
Litestar is an Asynchronous Server Gateway Interface (ASGI) framework. Prior to version 2.13.0, the multipart form parser shipped with litestar expects the entire request body as a single byte string and there is no default limit for the total size of the request body. This allows an attacker to upload arbitrary large files wrapped in a `multipart/form-data` request and cause excessive memory consumption on the server. The multipart form parser in affected versions is vulnerable to this type of attack by design. The public method signature as well as its implementation both expect the entire request body to be available as a single byte string. It is not possible to accept large file uploads in a safe way using this parser. This may be a regression, as a variation of this issue was already reported in CVE-2023-25578. Limiting the part number is not sufficient to prevent out-of-memory errors on the server. A patch is available in version 2.13.0.
An issue was discovered in Foxit Reader and PhantomPDF before 9.7. It allows memory consumption because data is created for each page of an application level.
An issue in Espressif Esp idf v5.3.0 allows attackers to cause a Denial of Service (DoS) via a crafted data channel packet.
Werkzeug is a Web Server Gateway Interface web application library. Applications using `werkzeug.formparser.MultiPartParser` corresponding to a version of Werkzeug prior to 3.0.6 to parse `multipart/form-data` requests (e.g. all flask applications) are vulnerable to a relatively simple but effective resource exhaustion (denial of service) attack. A specifically crafted form submission request can cause the parser to allocate and block 3 to 8 times the upload size in main memory. There is no upper limit; a single upload at 1 Gbit/s can exhaust 32 GB of RAM in less than 60 seconds. Werkzeug version 3.0.6 fixes this issue.
In JetBrains Hub before 2022.3.15181 Throttling was missed when sending emails to a particular email address
A vulnerability in the PROFINET stack implementation of the IndraDrive (all versions) of Bosch Rexroth allows an attacker to cause a denial of service, rendering the device unresponsive by sending arbitrary UDP messages.

A vulnerability was discovered in GitLab versions before 13.1.10, 13.2.8 and 13.3.4. GitLab Webhook feature could be abused to perform denial of service attacks due to the lack of rate limitation.
An Allocation of Resources Without Limits or Throttling vulnerability in the kernel of Juniper Networks Junos OS Evolved allows an unauthenticated, network based attacker to cause a Denial of Service (DoS). In specific cases the state of TCP sessions that are terminated is not cleared, which over time leads to an exhaustion of resources, preventing new connections to the control plane from being established. A continuously increasing number of connections shown by: user@host > show system connections is indicative of the problem. To recover the respective RE needs to be restarted manually. This issue only affects IPv4 but does not affect IPv6. This issue only affects TCP sessions established in-band (over an interface on an FPC) but not out-of-band (over the management ethernet port on the routing-engine). This issue affects Junos OS Evolved: * All versions before 21.4R3-S9-EVO, * 22.2 versions before 22.2R3-S4-EVO, * 22.4 version before 22.4R3-S3-EVO, * 23.2 versions before 23.2R2-S1-EVO, * 23.4 versions before 23.4R2-EVO.
An issue in aedes v0.51.2 allows attackers to cause a Denial of Service(DoS) via a crafted request. NOTE: the Supplier indicates that exploitation cannot occur because of the protection mechanism in the validateTopic function in lib/utils.js.
An allocation of resources without limits or throttling vulnerability [CWE-770] in FortiOS versions 7.4.0 through 7.4.4, versions 7.2.0 through 7.2.8, versions 7.0.0 through 7.0.15, and versions 6.4.0 through 6.4.15 may allow an unauthenticated remote user to consume all system memory via multiple large file uploads.
A allocation of resources without limits or throttling in Fortinet FortiSIEM 5.3 all versions, 5.4 all versions, 6.x all versions, 7.0 all versions, and 7.1.0 through 7.1.5 may allow an attacker to deny valid TLS traffic via consuming all allotted connections.
The Linux kernel NFSD implementation prior to versions 5.19.17 and 6.0.2 are vulnerable to buffer overflow. NFSD tracks the number of pages held by each NFSD thread by combining the receive and send buffers of a remote procedure call (RPC) into a single array of pages. A client can force the send buffer to shrink by sending an RPC message over TCP with garbage data added at the end of the message. The RPC message with garbage data is still correctly formed according to the specification and is passed forward to handlers. Vulnerable code in NFSD is not expecting the oversized request and writes beyond the allocated buffer space. CVSS:3.1/AV:N/AC:L/PR:L/UI:N/S:U/C:N/I:N/A:H
A memory allocation issue in vernemq v2.0.1 allows attackers to cause a Denial of Service (DoS) via excessive memory consumption.
IBM Safer Payments 6.4.0.00 through 6.4.2.07, 6.5.0.00 through 6.5.0.05, and 6.6.0.00 through 6.6.0.03 could allow a remote attacker to cause a denial of service due to improper allocation of resources.
