HAPI FHIR is a complete implementation of the HL7 FHIR standard for healthcare interoperability in Java. Prior to 6.9.9 and 6.9.4.2, all implementations of FHIRPathEngine accept arbitrary FHIRPath expressions and evaluate them without input validation, and the FHIRPath functions matches(), matchesFull(), and replaceMatches() pass user-controlled regular expressions to Java's Pattern.compile() and String.replaceAll() through an incomplete timeout utility. An attacker can send a resource containing an evil regex pattern that causes catastrophic backtracking, exhausting CPU resources and causing denial of service in the FHIR Validator HTTP endpoint and affected org.hl7.fhir.* modules. This issue is fixed in versions 6.9.9 and 6.9.4.2.
Puma is a Ruby/Rack web server built for parallelism. From 5.5.0 until 7.2.1 and 8.0.2, when PROXY protocol v1 support is enabled, Puma reads incoming bytes into an internal buffer while waiting for CRLF to determine whether a PROXY v1 line is present, allowing an attacker that continuously sends bytes without CRLF to cause unbounded in-process memory growth and additional CPU cost from repeatedly scanning the growing buffer. This issue is fixed in versions 7.2.1 and 8.0.2.

Since the RFC requires that the peer reply with one acknowledgement per SETTINGS frame, an empty SETTINGS frame is almost equivalent in behavior to a ping. Depending on how efficiently this data is queued, this can consume excess CPU, memory, or both.

Netty is a network application framework for development of protocol servers and clients. In netty-codec-http2 prior to versions 4.1.135.Final and 4.2.15.Final, the `DelegatingDecompressorFrameListener` class orchestrates HTTP/2 decompression by embedding a per-stream `EmbeddedChannel` that runs the appropriate decompression codec (gzip, deflate, zstd) and forwards decompressed chunks to a wrapped listener. Each decompressed chunk is a pooled `ByteBuf` handed to an anonymous `ChannelInboundHandlerAdapter` tail handler, which becomes the sole owner responsible for releasing it. A remote peer could send frames that would result in the flow-controller throwing and so trigger a resource leak which at the end might take down the whole JVM due OOME. Versions 4.1.135.Final and 4.2.15.Final patch the issue.
Some HTTP/2 implementations are vulnerable to unconstrained interal data buffering, potentially leading to a denial of service. The attacker opens the HTTP/2 window so the peer can send without constraint; however, they leave the TCP window closed so the peer cannot actually write (many of) the bytes on the wire. The attacker then sends a stream of requests for a large response object. Depending on how the servers queue the responses, this can consume excess memory, CPU, or both.

The attacker opens a number of streams and sends an invalid request over each stream that should solicit a stream of RST_STREAM frames from the peer. Depending on how the peer queues the RST_STREAM frames, this can consume excess memory, CPU, or both.

Prior to versions 7.1.2.23 and 6.9.13-48, due to a missing check in the MIFF decoder, a crafted file could cause an infinite loop resulting in CPU exhaustion. Versions 7.1.2.23 and 6.9.13-48 fix the issue.
Allocation of Resources Without Limits or Throttling vulnerability in benoitc hackney allows Flooding. hackney_h3:await_response_loop/6 accumulates the HTTP/3 response body in memory without any size cap. The after Timeout clause is a per-message inactivity timer that resets on every received chunk, housekeeping message, or settings frame — it is not a wall-clock deadline. A malicious HTTP/3 server that emits one small chunk every Timeout - 1 ms with Fin = false and never sends a final frame keeps the loop alive indefinitely while the accumulation buffer grows linearly without bound, eventually exhausting the BEAM process heap and causing an out-of-memory condition. This issue affects hackney: from 2.0.0 before 4.0.1.
SQLFluff is a modular SQL linter and auto-formatter with support for multiple dialects and templated code. Prior to version 4.2.0, in deployments where untrusted users can provide SQL queries to be linted, an untrusted user can submit a malicious long query to any application using the parser to trigger a Denial of Service through resource exhaustion. This issue has been patched in version 4.2.0.

iskorotkov/avro is a fast Go Avro codec. Prior to 2.33.0, the Avro array and map decoders looped over an attacker-controlled block-count value without checking the underlying reader's error state inside the loop body. Reader.ReadBlockHeader returns the count as a Go int, which is 64-bit on amd64 / arm64 targets — so a producer can declare a block of up to math.MaxInt64 (~9.2 × 10¹⁸) elements followed by EOF (or any truncated payload), and the decoder will attempt that many no-op iterations before propagating the error. The realistic ceiling is "indefinite until the worker is killed externally" — a single hostile payload pins a CPU core until the process is OOM-killed, deadline-cancelled, or terminated. Remote, unauthenticated denial-of-service. This vulnerability is fixed in 2.33.0.
libp2p is a JavaScript Implementation of libp2p networking stack. Prior to version 15.0.23, three cooperating omissions in @libp2p/gossipsub allow an unauthenticated single peer to exhaust the Node.js heap of any gossipsub node with default options. This issue has been patched in version 15.0.23.

Mailpit is an email testing tool and API for developers. Prior to version 1.30.0, the Mailpit SMTP server has a Server.MaxSize int field that controls the maximum allowed DATA payload size, but the field is never assigned anywhere outside test code, leaving it at Go's zero value (0 ⇒ "no limit"). The same applies to the HTTP /api/v1/send endpoint, whose request body is decoded with json.NewDecoder(r.Body) and no http.MaxBytesReader. Because Mailpit's default listeners bind [::]:1025 (SMTP) and [::]:8025 (HTTP), with no authentication required on either, a single network-reachable attacker can push an arbitrarily large message into Mailpit and watch RAM consumption spike with a ~7-10× amplification factor (raw frame → enmime envelope tree → search-text index → zstd-encoded write to SQLite). Repeating the attack — or running it concurrently from multiple connections — drives the process to OOM-kill. Version 1.30.0 contains a patch.
LiquidJS is a Shopify/GitHub Pages compatible template engine written in pure JavaScript. In versions 10.25.7 and below, the date filter's strftime implementation parses width specifiers like %9999999d and forwards the captured width unchecked into pad()/padStart(), leading to memory and render limit bypass. In src/util/underscore.ts, the pad loop performs unbounded string concatenation without consulting the Context's memoryLimit or renderLimit, so a single small template ({{ x | date: '%5000000d' }}) produces megabytes of output and unbounded CPU. The memoryLimit and renderLimit options the docs (src/liquid-options.ts:87-92) advertise as DoS controls — and which the docstring explicitly mentions for strftime — are entirely bypassed. Exploitation can cause large memory allocations, high CPU usage, or OOM crashes per render. This issue has been fixed in version 10.26.0.
Open5GS MME versions <= 2.6.4 contains an assertion that can be remotely triggered via a malformed ASN.1 packet over the S1AP interface. An attacker may send a `UE Context Release Request` message missing a required `MME_UE_S1AP_ID` field to repeatedly crash the MME, resulting in denial of service.
Microsoft Defender Denial of Service Vulnerability
The CSP report endpoint in MISP intended to limit logged CSP reports to 1 KB but incorrectly allowed reports up to 1 MB before truncation. On deployments where the endpoint is reachable by untrusted clients, this could allow attackers to generate excessive log volume and contribute to resource exhaustion or log flooding.

This issue has been patched in versions 6.9.13-47 and 7.1.2-22.
Impact: The undici WebSocket client enforces maxPayloadSize per-frame but does not enforce the cumulative size of fragmented uncompressed messages. A malicious WebSocket server can stream many small fragments that each pass per-frame validation but collectively exceed the configured limit, causing unbounded memory growth in the client process. The result is memory exhaustion and a denial of service. Affected applications are those using the undici WebSocket client (new WebSocket(...)) that can be induced to connect to an attacker-controlled or compromised WebSocket endpoint. This is a regression specific to undici 8.1.0. The 6.25.0 line shipped the equivalent cumulative check from the start and is unaffected. The 7.x line never had the maxPayloadSize feature and is also unaffected. Patches: Upgrade to undici >= 8.5.0. Workarounds: No workaround is available. The fix must be applied through an upgrade.

Deskflow is a keyboard and mouse sharing app. Prior to 1.26.0.167, a remote, unauthenticated denial of service (DoS) vulnerability affects Deskflow servers running with TLS enabled (the default). When any TCP peer connects to the listening port and its first bytes do not parse as a valid TLS ClientHello, SecureSocket::secureAccept enters its fatal-error branch and calls Arch::sleep(1) (a blocking 1-second sleep) on the multiplexer worker thread. That thread services every socket on the server, including established TLS clients delivering mouse motion, keyboard events, and clipboard updates. A single failed handshake therefore stalls input delivery to all connected screens for ~1 second, and a sustained drip of malformed connections (≥ 1/s) makes the server effectively unusable while the attack persists. This vulnerability is fixed in 1.26.0.167.
Micronaut Framework is a JVM-based full stack Java framework designed for building modular, easily testable JVM applications. From 4.3.0 to before 4.10.22, 3.10.6, and 3.8.14, TimeConverterRegistrar caches DateTimeFormatter instances in an unbounded ConcurrentHashMap<String, DateTimeFormatter> whose key is derived from the @Format annotation pattern concatenated with the locale from the HTTP Accept-Language header. Because Locale.forLanguageTag() accepts arbitrary BCP 47 private-use extensions (en-x-a001, en-x-a002, …), an unauthenticated attacker can generate an unlimited number of unique cache keys by sending requests with novel locale tags, growing the cache until heap memory is exhausted and the JVM crashes. This vulnerability is fixed in 4.10.22, 3.10.6, and 3.8.14.

Microsoft Message Queuing (MSMQ) Denial of Service Vulnerability
Quicly is an IETF QUIC protocol implementation intended primarily for use within the H2O HTTP server. Prior to commit 937d0e9, an assertion failure is raised when the total number of valid handshake messages received over a CRYPTO stream of a single packet number space exceeds 32KB, causing a Denial of Service. This issue has been fixed by commit 937d0e9.
Netty is an asynchronous, event-driven network application framework. Prior to 4.2.13.Final and 4.1.133.Final, the MQTT 5 header Properties section is parsed and buffered before any message size limit is applied. Specifically, in MqttDecoder, the decodeVariableHeader() method is called before the bytesRemainingBeforeVariableHeader > maxBytesInMessage check. The decodeVariableHeader() can call other methods which will call decodeProperties(). Effectively, Netty does not apply any limits to the size of the properties being decoded. Additionally, because MqttDecoder extends ReplayingDecoder, Netty will repeatedly re-parse the enormous Properties sections and buffer the bytes in memory, until the entire thing parses to completion. This can cause high resource usage in both CPU and memory. This vulnerability is fixed in 4.2.13.Final and 4.1.133.Final.
basic-ftp is an FTP client for Node.js. Prior to 5.3.1, basic-ftp is vulnerable to client-side denial of service when parsing FTP control-channel multiline responses. A malicious or compromised FTP server can send an unterminated multiline response during the initial FTP banner phase, before authentication. The client keeps appending attacker-controlled data into FtpContext._partialResponse and repeatedly reparses the accumulated buffer without enforcing a maximum control response size. As a result, an application using basic-ftp can remain stuck in connect() while memory and CPU usage grow under attacker-controlled input. This can lead to process-level denial of service, container OOM kills, worker restarts, queue backlog, or service degradation in applications that automatically connect to FTP endpoints. This vulnerability is fixed in 5.3.1.
Liferay Portal 7.4.0 through 7.4.3.97, and Liferay DXP 2023.Q3.1 through 2023.Q3.2, 7.4 GA through update 92, 7.3 GA through update 35, and 7.2 fix pack 8 through fix pack 20 does not limit the depth of a GraphQL queries, which allows remote attackers to perform denial-of-service (DoS) attacks on the application by executing complex queries.

The Closest Encloser Proof aspect of the DNS protocol (in RFC 5155 when RFC 9276 guidance is skipped) allows remote attackers to cause a denial of service (CPU consumption for SHA-1 computations) via DNSSEC responses in a random subdomain attack, aka the "NSEC3" issue. The RFC 5155 specification implies that an algorithm must perform thousands of iterations of a hash function in certain situations.
CISA Thorium does not rate limit requests to send account verification email messages. A remote unauthenticated attacker can send unlimited messages to a user who is pending verification. Fixed in 1.1.1 by adding a rate limit set by default to 10 minutes.
Although remote policy references are not retrieved during policy normalization, if they are manually retrieved via the API it can cause a denial of service attack if a huge policy is retrieved. Users are recommended to upgrade to version 3.2.3, which fixes this issue by imposing a default maximum size on data read from remote policy references.

From 3000.0.0 until 3000.17.0, the service/internal/auth/otoauth2/restapi_auth_oauth2.go OAuth2 login handler stores per-login state in the registeredStates map on every /oauth/login request without expiring, deleting, or bounding entries, allowing an unauthenticated attacker to exhaust memory and cause a denial of service. This issue is fixed in version 3000.17.0.
