Rails is a web-application framework. Starting in version 7.1.0, there is a possible ReDoS vulnerability in the Accept header parsing routines of Action Dispatch. This vulnerability is patched in 7.1.3.1. Ruby 3.2 has mitigations for this problem, so Rails applications using Ruby 3.2 or newer are unaffected.

A specially crafted HTTP If-None-Match header can cause the regular expression engine to enter a state of catastrophic backtracking, when on a version of Ruby below 3.2.0. This can cause the process to use large amounts of CPU and memory, leading to a possible DoS vulnerability All users running an affected release should either upgrade or use one of the workarounds immediately.

sysdeps/i386/ldbl2mpn.c in the GNU C Library (aka glibc or libc6) before 2.23 on x86 targets has a stack-based buffer overflow if the input to any of the printf family of functions is an 80-bit long double with a non-canonical bit pattern, as seen when passing a \x00\x04\x00\x00\x00\x00\x00\x00\x00\x04 value to sprintf. NOTE: the issue does not affect glibc by default in 2016 or later (i.e., 2.23 or later) because of commits made in 2015 for inlining of C99 math functions through use of GCC built-ins. In other words, the reference to 2.23 is intentional despite the mention of "Fixed for glibc 2.33" in the 26649 reference.

An issue was discovered in Python before 3.11.1. An unnecessary quadratic algorithm exists in one path when processing some inputs to the IDNA (RFC 3490) decoder, such that a crafted, unreasonably long name being presented to the decoder could lead to a CPU denial of service. Hostnames are often supplied by remote servers that could be controlled by a malicious actor; in such a scenario, they could trigger excessive CPU consumption on the client attempting to make use of an attacker-supplied supposed hostname. For example, the attack payload could be placed in the Location header of an HTTP response with status code 302. A fix is planned in 3.11.1, 3.10.9, 3.9.16, 3.8.16, and 3.7.16.

Server or client applications that call the SSL_check_chain() function during or after a TLS 1.3 handshake may crash due to a NULL pointer dereference as a result of incorrect handling of the "signature_algorithms_cert" TLS extension. The crash occurs if an invalid or unrecognised signature algorithm is received from the peer. This could be exploited by a malicious peer in a Denial of Service attack. OpenSSL version 1.1.1d, 1.1.1e, and 1.1.1f are affected by this issue. This issue did not affect OpenSSL versions prior to 1.1.1d. Fixed in OpenSSL 1.1.1g (Affected 1.1.1d-1.1.1f).
The Linux kernel NFSD implementation prior to versions 5.19.17 and 6.0.2 are vulnerable to buffer overflow. NFSD tracks the number of pages held by each NFSD thread by combining the receive and send buffers of a remote procedure call (RPC) into a single array of pages. A client can force the send buffer to shrink by sending an RPC message over TCP with garbage data added at the end of the message. The RPC message with garbage data is still correctly formed according to the specification and is passed forward to handlers. The payload length in a WebSocket frame was not correctly validated in Apache Tomcat 10.0.0-M1 to 10.0.0-M6, 9.0.0.M1 to 9.0.36, 8.5.0 to 8.5.56 and 7.0.27 to 7.0.104. Invalid payload lengths could trigger an infinite loop. Multiple requests with invalid payload lengths could lead to a denial of service.
An h2c direct connection to Apache Tomcat 10.0.0-M1 to 10.0.0-M6, 9.0.0.M5 to 9.0.36 and 8.5.1 to 8.5.56 did not release the HTTP/1.1 processor after the upgrade to HTTP/2. If a sufficient number of such requests were made, an OutOfMemoryException could occur leading to a denial of service.

The ZlibDecoders in Netty 4.1.x before 4.1.46 allow for unbounded memory allocation while decoding a ZlibEncoded byte stream. An attacker could send a large ZlibEncoded byte stream to the Netty server, forcing the server to allocate all of its free memory to a single decoder.

Any project that parses untrusted Protocol Buffers data containing an arbitrary number of nested groups / series of SGROUP tags can corrupted by exceeding the stack limit i.e. StackOverflow. Parsing nested groups as unknown fields with DiscardUnknownFieldsParser or Java Protobuf Lite parser, or against Protobuf map fields, creates unbounded recursions that can be abused by an attacker.

This may result in an exception that terminates the application program. Note that basic certificate chain validation (signatures, dates, ...) is not affected, the denial of service can occur only when the application also specifies an expected DNS name, Email address or IP address. TLS servers rarely solicit client certificates, and even when they do, they generally don't perform a name check against a reference identifier (expected identity), but rather extract the presented identity after checking the certificate chain. So TLS servers are generally not affected and the severity of the issue is Moderate. The FIPS modules in 3.3, 3.2, 3.1 and 3.0 are not affected by this issue.
In FreeBSD 12.0-STABLE before r351264, 12.0-RELEASE before 12.0-RELEASE-p10, 11.3-STABLE before r351265, 11.3-RELEASE before 11.3-RELEASE-p3, and 11.2-RELEASE before 11.2-RELEASE-p14, the kernel driver for /dev/midistat implements a read handler that is not thread-safe. If an X.509 certificate contains a malformed policy constraint and policy processing is enabled, then a write lock will be taken twice recursively. On some operating systems (most widely: Windows) this results in a denial of service when the affected process hangs. Policy processing being enabled on a publicly facing server is not considered to be a common setup. Policy processing is enabled by passing the `-policy' argument to the command line utilities or by calling the `X509_VERIFY_PARAM_set1_policies()' function. Update (31 March 2023): The description of the policy processing enablement was corrected based on CVE-2023-0466.
An issue was discovered in libxml2 before 2.10.3. When parsing a multi-gigabyte XML document with the XML_PARSE_HUGE parser option enabled, several integer counters can overflow. This results in an attempt to access an array at a negative 2GB offset, typically leading to a segmentation fault.
