An Uncontrolled Resource Consumption vulnerability in the kernel of Juniper Networks Junos OS allows an unauthenticated network based attacker to cause 100% CPU load and the device to become unresponsive by sending a flood of traffic to the out-of-band management ethernet port. Continued receipted of a flood will create a sustained Denial of Service (DoS) condition. Once the flood subsides the system will recover by itself. An Uncontrolled Resource Consumption vulnerability in TCP processing on the Routing Engine (RE) of Juniper Networks Junos OS allows an unauthenticated network-based attacker to send crafted TCP packets destined to the device, resulting in an MBUF leak that ultimately leads to a Denial of Service (DoS). The system does not recover automatically and must be manually restarted to restore service. This issue occurs when crafted TCP packets are sent directly to a configured IPv4 or IPv6 interface on the device. Transit traffic will not trigger this issue. MBUF usage can be monitored through the use of the 'show system buffers' command. An issue was discovered in includes/specials/SpecialMovePage.php in MediaWiki before 1.39.7, 1.40.x before 1.40.3, and 1.41.x before 1.41.1. If a user with the necessary rights to move the page opens Special:MovePage for a page with tens of thousands of subpages, then the page will exceed the maximum request time, leading to a denial of service.
REXML is an XML toolkit for Ruby. The REXML gem before 3.2.6 has a denial of service vulnerability when it parses an XML that has many `<`s in an attribute value. Those who need to parse untrusted XMLs may be impacted to this vulnerability. The REXML gem 3.2.7 or later include the patch to fix this vulnerability. As a workaround, don't parse untrusted XMLs.

Boxo, formerly known as go-libipfs, is a library for building IPFS applications and implementations. In versions 0.4.0 and 0.5.0, if an attacker is able allocate arbitrary many bytes in the Bitswap server, those allocations are lasting even if the connection is closed. This affects users accepting untrusted connections with the Bitswap server and also affects users using the old API stubs at `github.com/ipfs/go-libipfs/bitswap` because users then transitively import `github.com/ipfs/go-libipfs/bitswap/server`. Boxo versions 0.6.0 and 0.4.1 contain a patch for this issue. As a workaround, those who are using the stub object at `github.com/ipfs/go-libipfs/bitswap` not taking advantage of the features provided by the server can refactor their code to use the new split API that will allow them to run in a client only mode: `github.com/ipfs/go-libipfs/bitswap/client`.
XWiki Platform is a generic wiki platform offering runtime services for applications built on top of it. It's possible to make the farm unusable by adding an object to a page with a huge number (e.g. 67108863). Most of the time this will fill the memory allocated to XWiki and make it unusable every time this document is manipulated. This issue has been patched in XWiki 14.0-rc-1.
Knot Resolver before 5.6.0 enables attackers to consume its resources, launching amplification attacks and potentially causing a denial of service. Specifically, a single client query may lead to a hundred TCP connection attempts if a DNS server closes connections without providing a response.
All versions of the package lite-web-server are vulnerable to Denial of Service (DoS) when an attacker sends an HTTP request and includes control characters that the decodeURI() function is unable to parse.
Jetty is a java based web server and servlet engine. In affected versions servlets with multipart support (e.g. annotated with `@MultipartConfig`) that call `HttpServletRequest.getParameter()` or `HttpServletRequest.getParts()` may cause `OutOfMemoryError` when the client sends a multipart request with a part that has a name but no filename and very large content. This happens even with the default settings of `fileSizeThreshold=0` which should stream the whole part content to disk. An attacker client may send a large multipart request and cause the server to throw `OutOfMemoryError`. However, the server may be able to recover after the `OutOfMemoryError` and continue its service -- although it may take some time. This issue has been patched in versions 9.4.51, 10.0.14, and 11.0.14. Users are advised to upgrade. Users unable to upgrade may set the multipart parameter `maxRequestSize` which must be set to a non-negative value, so the whole multipart content is limited (although still read into memory).

@fastify/multipart is a Fastify plugin to parse the multipart content-type. Prior to versions 7.4.1 and 6.0.1, @fastify/multipart may experience denial of service due to a number of situations in which an unlimited number of parts are accepted. This includes the multipart body parser accepting an unlimited number of file parts, the multipart body parser accepting an unlimited number of field parts, and the multipart body parser accepting an unlimited number of empty parts as field parts. This is fixed in v7.4.1 (for Fastify v4.x) and v6.0.1 (for Fastify v3.x). There are no known workarounds.
AnyDesk 7.0.8 allows remote Denial of Service.
Botan is a C++ cryptography library. X.509 certificates can identify elliptic curves using either an object identifier or using explicit encoding of the parameters. Prior to versions 3.3.0 and 2.19.4, an attacker could present an ECDSA X.509 certificate using explicit encoding where the parameters are very large. The proof of concept used a 16Kbit prime for this purpose. When parsing, the parameter is checked to be prime, causing excessive computation. This was patched in 2.19.4 and 3.3.0 to allow the prime parameter of the elliptic curve to be at most 521 bits. No known workarounds are available. Note that support for explicit encoding of elliptic curve parameters is deprecated in Botan.

notation-go is a collection of libraries for supporting Notation sign, verify, push, and pull of oci artifacts. Prior to version 1.0.0-rc.3, notation-go users will find their application using excessive memory when verifying signatures. The application will be killed, and thus availability is impacted. The problem has been patched in the release v1.0.0-rc.3. Some workarounds are available. Users can review their own trust policy file and check if the identity string contains `=#`. Meanwhile, users should only put trusted certificates in their trust stores referenced by their own trust policy files, and make sure the `authenticity` validation is set to `enforce`.

Allocation of Resources Without Limits or Throttling vulnerability in Apache Tomcat. This issue affects Apache Tomcat: from 11.0.0-M1 through 11.0.0-M20, from 10.1.0-M1 through 10.1.24, from 9.0.13 through 9.0.89. The following versions were EOL at the time the CVE was created but are known to be affected: 8.5.35 through 8.5.100 and 7.0.92 through 7.0.109. Users are recommended to upgrade to version 11.0.0-M21, 10.1.25, or 9.0.90, which fixes the issue. Apache Tomcat, under certain configurations on any platform, allows an attacker to cause an OutOfMemoryError by abusing the TLS handshake process.

Http4s (http4s-blaze-server) is a minimal, idiomatic Scala interface for HTTP services. Http4s before versions 0.21.17, 0.22.0-M2, and 1.0.0-M14 have a vulnerability which can lead to a denial-of-service. Blaze-core, a library underlying http4s-blaze-server, accepts connections unboundedly on its selector pool. This has the net effect of amplifying degradation in services that are unable to handle their current request load, since incoming connections are still accepted and added to an unbounded queue. Each connection allocates a socket handle, which drains a scarce OS resource. This can also confound higher level circuit breakers which work based on detecting failed connections. http4s provides a general "MaxActiveRequests" middleware mechanism for limiting open connections, but it is enforced inside the Blaze accept loop, after the connection is accepted and the socket opened. Thus, the limit only prevents the number of connections which can be simultaneously processed, not the number of connections which can be held open. In 0.21.17, 0.22.0-M2, and 1.0.0-M14, a new "maxConnections" property, with a default value of 1024, has been added to the `BlazeServerBuilder`. Setting the value to a negative number restores unbounded behavior, but is strongly disrecommended. The NIO2 backend does not respect `maxConnections`. Its use is now deprecated in http4s-0.21, and the option is removed altogether starting in http4s-0.22. There are several possible workarounds described in the refrenced GitHub Advisory GHSA-xhv5-w9c5-2r2w.
client_golang is the instrumentation library for Go applications in Prometheus, and the promhttp package in client_golang provides tooling around HTTP servers and clients. In client_golang prior to version 1.11.1, HTTP server is susceptible to a Denial of Service through unbounded cardinality, and potential memory exhaustion, when handling requests with non-standard HTTP methods. In order to be affected, an instrumented software must use any of `promhttp.InstrumentHandler*` middleware except `RequestsInFlight`; not filter any specific methods (e.g GET) before middleware; pass metric with `method` label name to our middleware; and not have any firewall/LB/proxy that filters away requests with unknown `method`. client_golang version 1.11.1 contains a patch for this issue. Several workarounds are available, including removing the `method` label name from counter/gauge used in the InstrumentHandler; turning off affected promhttp handlers; adding custom middleware before promhttp handler that will sanitize the request method given by Go http.Request; and using a reverse proxy or web application firewall, configured to only allow a limited set of methods.
opentelemetry-go-contrib is a collection of extensions for OpenTelemetry-Go. The v0.38.0 release of `go.opentelemetry.io/contrib/instrumentation/net/http/otelhttp` uses the `httpconv.ServerRequest` function to annotate metric measurements for the `http.server.request_content_length`, `http.server.response_content_length`, and `http.server.duration` instruments. The `ServerRequest` function sets the `http.target` attribute value to be the whole request URI (including the query string)[^1]. The metric instruments do not "forget" previous measurement attributes when `cumulative` temporality is used, this means the cardinality of the measurements allocated is directly correlated with the unique URIs handled. If the query string is constantly random, this will result in a constant increase in memory allocation that can be used in a denial-of-service attack. This issue has been addressed in version 0.39.0. Users are advised to upgrade. There are no known workarounds for this issue.
A vulnerability in the egress packet processing functionality of the Cisco StarOS operating system for Cisco Aggregation Services Router (ASR) 5700 Series devices and Virtualized Packet Core (VPC) System Software could allow an unauthenticated, remote attacker to cause an interface on the device to cease forwarding packets. The device may need to be manually reloaded to clear this Interface Forwarding Denial of Service condition. The vulnerability is due to the failure to properly check that the length of a packet to transmit does not exceed the maximum supported length of the network interface card (NIC). An attacker could exploit this vulnerability by sending a crafted IP packet or a series of crafted IP fragments through an interface on the targeted device. A successful exploit could allow the attacker to cause the network interface to cease forwarding packets. This vulnerability could be triggered by either IPv4 or IPv6 network traffic. This vulnerability affects the following Cisco products when they are running the StarOS operating system and a virtual interface card is installed on the device: Aggregation Services Router (ASR) 5700 Series, Virtualized Packet Core-Distributed Instance (VPC-DI) System Software, Virtualized Packet Core-Single Instance (VPC-SI) System Software. Kiwi TCMS, an open source test management system, does not impose rate limits in versions prior to 12.0. This makes it easier to attempt denial-of-service attacks against the Password reset page. An attacker could potentially send a large number of emails if they know the email addresses of users in Kiwi TCMS. Additionally that may strain SMTP resources. Users should upgrade to v12.0 or later to receive a patch. As potential workarounds, users may install and configure a rate-limiting proxy in front of Kiwi TCMS and/or configure rate limits on their email server when possible.

An issue was discovered in the Multipart Request Parser in Django 3.2 before 3.2.18, 4.0 before 4.0.10, and 4.1 before 4.1.7. Passing certain inputs (e.g., an excessive number of parts) to multipart forms could result in too many open files or memory exhaustion, and provided a potential vector for a denial-of-service attack.
SoftEtherVPN is a an open-source cross-platform multi-protocol VPN Program. When SoftEtherVPN is deployed with L2TP enabled on a device, it introduces the possibility of the host being used for amplification/reflection traffic generation because it will respond to every packet with two response packets that are larger than the request packet size. These sorts of techniques are used by external actors who generate spoofed source IPs to target a destination on the internet. This vulnerability has been patched in version 5.02.5185.

On affected platforms running Arista CloudEOS an issue in the Software Forwarding Engine (Sfe) can lead to a potential denial of service attack by sending malformed packets to the switch. This causes a leak of packet buffers and if enough malformed packets are received, the switch may eventually stop forwarding traffic.
HTTP and MIME header parsing can allocate large amounts of memory, even when parsing small inputs, potentially leading to a denial of service. Certain unusual patterns of input data can cause the common function used to parse HTTP and MIME headers to allocate substantially more memory than required to hold the parsed headers. An attacker can exploit this behavior to cause an HTTP server to allocate large amounts of memory from a small request, potentially leading to memory exhaustion and a denial of service. With fix, header parsing now correctly allocates only the memory required to hold parsed headers.
Apache Commons FileUpload before 1.5 does not limit the number of request parts to be processed resulting in the possibility of an attacker triggering a DoS with a malicious upload or series of uploads. Note that, like all of the file upload limits, the new configuration option (FileUploadBase#setFileCountMax) is not enabled by default and must be explicitly configured.
Discourse is an open source discussion platform. Prior to 3.2.5 and 3.3.0.beta5, crafting requests to submit very long tag group names can reduce the availability of a Discourse instance. This vulnerability is fixed in 3.2.5 and 3.3.0.beta5.
